Here are all the gym leaders and elite four (not including champion)
Note: Champions will not be permanent, also when the champion gets beat, the person who beat them must have also beat the elite four first!
Note to gym leaders: You must always check to make sure that the person your facing in a real battle has all of the badges before you. E.g. For the fifth gym leader you must check to see that the person challenging you has four gym badges and they must be the right ones.
